  11. The Network Working Group seems to consist of Steve Carr of Utah, Jeff
  12. Rulifson and Bill Duvall at SRI, and Steve Crocker and Gerard Deloche
  13. at UCLA.  Membership is not closed.
  14.  
  15. The Network Working Group (NWG) is concerned with the HOST software, the
  16. strategies for using the network, and initial experiments with the network.
  17.  
  18. Documentation of the NWG's effort is through notes such as this.  Notes
  19. may be produced at any site by anybody and included in this series.

  22. CONTENT
  23.  
  24. The content of a NWG note may be any thought, suggestion, etc. related to
  25. the HOST software or other aspect of the network.  Notes are encouraged to
  26. be timely rather than polished.  Philosophical positions without examples
  27. or other specifics, specific suggestions or implementation techniques
  28. without introductory or background explication, and explicit questions
  29. without any attempted answers are all acceptable.  The minimum length for 
  30. a NWG note is one sentence.

  32. These standards (or lack of them) are stated explicitly for two reasons.
  33. First, there is a tendency to view a written statement as ipso facto 
  34. authoritative, and we hope to promote the exchange and discussion of 
  35. considerably less than authoritative ideas.  Second, there is a natural
  36. hesitancy to publish something unpolished, and we hope to ease this
  37. inhibition.

  41. Every NWG note should bear the following information:
  42.  
  43.     1.  "Network Working Group"
  44.         "Request for Comments:" x
  45.         where x is a serial number.
  46.         Serial numbers are assigned by Bill Duvall at SRI

  48.     2.  Author and affiliation
  49.  
  50.     3.  Date
  51.  
  52.     4.  Title.  The title need not be unique.
